The symptom is Outlook crashing as soon as you open it. Fix in this reddit thread and MS has since fixed the patch:

Is the fixed patch under a new KB or is it still under the same name? We delay patching by 36 hours or so in order to avoid things like this and just want to know if I should unblock the patch or not.
That I’m not sure about. I’d assume they’d keep it the same, but you never know with Microsoft.
